Criticism

Harm to the environment

According to a number of scientists and public figures, the activities of the enterprises of the Ural Mining and Metallurgical Company cause significant harm to the ecology of several regions of Russia at once

Southern Urals

Long-term checks of water quality in the Ural rivers Karagaily and Khudolaz, carried out by Russian scientists, established that the content of maximum permissible pollutants (heavy metals, sulfates) was many times higher than the maximum permissible content of pollutants. Both water bodies are located in the area of ​​drainage structures of the UMMC enterprises - the Sibay branch of OJSC Uchalinsky Mining and Processing Plant (UGOK) and OJSC Bashkir Copper and Sulfur Plant (MSK).

Vladikavkaz

The work of the Electrozinc plant owned by UMMC led to an environmental disaster in this region. The Public Chamber of Russia calls the situation with Electrozinc “critical, requiring immediate intervention.” This plant received the largest number of complaints about the “hotline” opened on July 26, 2011 on environmental issues, which was conducted by the Public Chamber of the Russian Federation.

One of the main problems of Electrozinc is the worn-out equipment of the sulfuric acid workshop, built in the early 1980s, and the equipment’s service life has long expired.

The outdated equipment of the sulfuric acid plant leads to emissions of sulfur dioxide and sulfur gas into the atmosphere, which significantly harms the health of residents of Vladikavkaz. A strong release is known in 2003. Since October 5, 2009, the Electrozinc plant has repeatedly carried out emergency above-limit emissions of harmful substances into the atmosphere, notes the Ministry of Nature of the Russian Federation. As a result of the emission recorded on October 28, on average in the city of Vladikavkaz, the maximum permissible concentration of sulfur dioxide in the atmospheric air was exceeded by more than six times. After several emissions at the end of 2010, Rosprirodnadzor of the Republic imposed a fine on the plant, and the prosecutor's office opened a criminal case on grounds of criminal negligence on the part of the plant management. On October 28, 2012, the maximum permissible concentration of sulfur dioxide in the residential area of ​​the city after emissions was exceeded ten times (according to the plant management).

Mass protests were organized in the city against the harmful impact of the enterprise on the environment; the Russian Ministry of Natural Resources more than once demanded that Electrozinc be closed.

According to the North Ossetian Agrochemical Laboratory and Sevosgeologorazvedka, soils within Vladikavkaz are contaminated with heavy metals characteristic of emissions from Electrozinc OJSC and Pobedit OJSC. Within an average kilometer radius from the enterprise, the total pollution indicator for 8 types of heavy metals is more than 400 mg/kg, which corresponds to the category of extremely dangerous pollution. The contour of contamination of the top layer of soil with zinc, cadmium and lead extends towards the villages of Chermen and Sunzha from JSC Electrozinc along the wind rose. According to monitoring data for 2010, there were no significant changes in water quality in the rivers of the republic; pollution with the metal zinc is up to 12 MPC. This situation is mainly due to the unsatisfactory condition of treatment facilities at metallurgical industry enterprises

Protest of residents of the Central Black Earth region against the start of development of nickel deposits in the Voronezh region

On December 26, 2011, Vladimir Putin signed Order No. 2360-of the Government of the Russian Federation on holding a competition for the right to use the Elanskoye and Elkinskoye fields in the Voronezh region.

The competition took place on May 22, the winner of the competition was a subsidiary of UMMC - Mednogorsk Copper and Sulfur Plant, which caused concern among residents and public activists of the Voronezh region and other regions of the Central Federal District. At the same time, in addition to developing the deposit, UMMC plans to build a mining and processing plant next door.

One of the serious reasons for concern was that the site of future development is located near the Khopersky Nature Reserve, the habitat of an endangered relict endemic species of Russian fauna listed in the Red Book of Russia - the Russian muskrat. A number of biologists have drawn attention to the fact that if nickel mining begins, the ecological situation in the area where the endemic lives may deteriorate so much that the last individuals will disappear. Thousands and thousands of hectares of Voronezh black soil, which is stored in the Paris Chamber of Weights and Measures as a soil standard for agriculture, could be affected by development. According to academician Nikolai Chernyshov, UMMC does not pay serious attention to the environmental assessment of the project.

According to Sergei Panarin, a member of the presidium of the public council for the integrated development of copper-nickel deposits in the Voronezh region, the future activities of UMMC are fraught with sharply negative consequences for the environment. “In the event of an emergency leak of tailings and their spraying, the soil will be contaminated with arsenic and antimony, which will lead to the death of chernozem. When spraying, residents of not only Voronezh, but also Saratov and Volgograd regions will suffer. Aquifers may also be disrupted, leading to contamination drinking water“- RIA Novosti quotes Panarin as saying.

In many cities of the Central Federal District, located in the zone of possible contamination, rallies of residents took place in the summer and autumn of 2012. For example, at the end of September 2012, an all-Russian action against nickel mining in the Voronezh region took place: Voronezh environmental activists were supported by single pickets in more than thirty cities. In the Uryupinsky district, according to the chief of staff of the Khoper Cossack district Vladimir Karpov, more than 40 thousand people signed a petition against construction, which is half the population of the district. On September 27, 2012, the movement “In Defense of Khopr” sent to the governor of the Voronezh region, Alexei Gordeev, a resolution of the rally that took place in Voronezh on September 22 as part of an all-Russian action against the mining of non-ferrous metals in the Black Earth Region. The resolution was signed by more than two thousand people who gathered on Sovetskaya Square that day. According to participants in protests against the start of development of deposits by the Ural Mining and Metallurgical Company, the authorities are using methods of intimidation, monetary fines and creating an information vacuum against them.

For their part, representatives of UMMC draw attention to the fact that the nickel mine and dumps will occupy only 4 km² - 0.01% of the total area of ​​agricultural land in the Voronezh region. According to their assurances, the waste will be disposed of using the most modern imported technology, and the environmental situation around the enterprise will be constantly monitored by specialists.

Participation in political campaigns

In February 2012, a month before the presidential elections in the Russian Federation, UMMC placed advertising structures on the central highways of Yekaterinburg with the slogan “We are for a stable tomorrow!” against the background of the Russian tricolor. Similar posters were placed in the city by Evraz NTMK and NLMK Ural. The first secretary of the Sverdlovsk regional committee of the Communist Party of the Russian Federation, Dmitry Shadrin, accused these companies of hidden campaigning, not paid for from the election fund, for one of the candidates (V. Putin): slogans and fonts from the prime minister’s posters were used. At the same time, according to Shadrin, advertisers refused to place posters of the Communist Party of the Russian Federation in the city, citing the lack of free space. The head of the UMMC public relations department, Viktor Belimov, explained participation in the campaign as “in a certain sense, a means of expressing a political position.”

Environmental problems at the UMMC subsidiary

However, since October 5, 2009, the Electrozinc plant has repeatedly carried out emergency above-limit emissions of harmful substances into the atmosphere, noted the Ministry of Nature of the Russian Federation. As a result of the release recorded on October 28, 2009, on average in the city of Vladikavkaz, the maximum permissible concentration of sulfur dioxide in the atmospheric air was exceeded by more than six times. And after several emissions at the end of 2010, Rosprirodnadzor of the Republic imposed a fine on the plant, and the prosecutor’s office opened a criminal case on grounds of criminal negligence on the part of the plant’s management, and already on October 29, 2010, the company’s management changed. Mass protests were organized in the city against the harmful impact of the enterprise on the environment; the Russian Ministry of Natural Resources more than once demanded that Electrozinc be closed. According to the North Ossetian Agrochemical Laboratory and Sevosgeologorazvedka, soils within Vladikavkaz are contaminated with heavy metals characteristic of emissions from Electrozinc OJSC and Pobedit OJSC. Within an average kilometer radius from the enterprise, the total pollution indicator for 8 types of heavy metals is more than 400 mg/kg, which corresponds to the category of extremely dangerous pollution. The contour of contamination of the top layer of soil with zinc, cadmium and lead extends towards the villages of Chermen and Sunzha from JSC Electrozinc along the wind rose. According to monitoring data for 2010, there were no significant changes in water quality in the rivers of the republic; pollution with the metal zinc is up to 12 MPC. This situation is mainly due to the unsatisfactory condition of wastewater treatment facilities in the metallurgical industry.

Enterprise expenses for environmental activities in 2010-2011 amounted to 0.5 billion rubles, including the organization of a sanitary protection zone, the operation of an industrial storm sewer system, the launch of a contact unit for sulfuric acid production, bioprophylaxis and rehabilitation of more than 11.5 thousand people, including about 4 thousand. children and pregnant women.

However, the plant received the largest number of complaints about the “hotline” opened from July 26, 2011 to January 19, 2012 on environmental issues, which was conducted by the Public Chamber of the Russian Federation. In the Public Chamber of Russia, the situation with Electrozinc was called “critical, requiring immediate intervention.” The enterprise allocated another 0.7 billion rubles during 2012-2013 for environmental measures, including, for the first time in the republic, soil reclamation was carried out in preschool institutions in the Industrial District of the city of Vladikavkaz; at the beginning of 2014, the cooling tower of the electrolyte shop was launched, which allowed the enterprise to enter within the framework of environmental limits and standards.

Actions in defense of Khopr

On May 22, 2012, a subsidiary of UMMC Mednogorsk Copper and Sulfur Combine won a competition for the right to use the Elanskoye and Yolkinskoye nickel deposits in the Voronezh region, which caused concern among residents and public activists of the Voronezh region and other regions of the Central Federal District. At the same time, in addition to developing the deposit, UMMC plans to build a mining and processing plant next door, investing more than 63 billion rubles in the region. But, according to Sergei Panarin, a member of the presidium of the public council for the integrated development of copper-nickel deposits in the Voronezh region, “in the event of an emergency leak of tailings and their spraying, the soil will be contaminated with arsenic and antimony, which will lead to the death of chernozem. When spraying, residents of not only Voronezh, but also Saratov and Volgograd regions will suffer. Aquifers may also be disrupted, leading to contamination of drinking water.” In many cities of the Central Federal District, located in the zone of possible pollution, in the summer and autumn of 2012, actions were held in defense of Khopr. For example, at the end of September 2012, an all-Russian action against nickel mining in the Voronezh region took place: Voronezh environmental activists were supported by single pickets in more than thirty cities. In the Uryupinsky district, according to the chief of staff of the Khopyorsky Cossack district Vladimir Karpov, more than 40 thousand people signed a petition against construction, which is half the population of the region. On September 27, 2012, the movement “In Defense of Khopr” sent to the governor of the Voronezh region, Alexey Gordeev, a resolution of the rally that took place in Voronezh on September 22, 2012 as part of an all-Russian action against the mining of non-ferrous metals in the Black Earth Region. The resolution was signed by more than two thousand people who gathered on Sovetskaya Square that day.

Termination of the agreement between the UMMC subsidiary and the Italian dealer

In 2004, UMMC took part in the privatization of the Serbian copper pipe plant Fabrika Bakarnih Cevi (FBC), which is located in Serbia, in Majdanpek (Bor district), acquiring 88.89% of the shares of this plant through the Swiss financial company Alpine Group. Over the course of 10 years, the plant's sales volume of copper pipes increased from 3,000 tons to 12,000 tons. On August 19, 2013, one of the dealers of the Serbian plant “Dieffe Trading srl.” from the city of Campo San Martino (region of Venice, province of Padua) sent official letter addressed to the commercial director of FBC, informing about the termination of work as an agent of FBC in Italy for 6 months according to the contract. The Italian counterparty terminated the contract due to FBC’s refusal to pay the established commissions, as well as due to the loss client base, due to the fact that FBC products were regularly detained at customs due to incorrect registration, there was no or insufficient customer information support, and there were problems with the quality of FBC products.

Failure of negotiations on the privatization of a Serbian plant by a subsidiary of UMMC

The Serbian plant "Holding Industrija kablova - Jagodina" (FKS) in the city of Jagodina (Pomoravian district), which has a debt of more than 200 million euros to the budget, suppliers, contractors and creditors, and receives monthly subsidies from the Serbian government in order to maintain production capacity and jobs , was repeatedly put up for privatization, but potential investors refused to participate for various reasons. In May-August 2013, UMMC's subsidiary, Holding Cable Alliance (HKA) LLC, held negotiations with Holding Industrija kablova - Jagodina (FKS), as well as with Novkabel JSC (Novi Sad, Vojvodina region) about a joint promotion of cable and wire products on the Russian market. And on August 23, 2013, information was posted on the Serbian blog of Rato Ninkovic that during negotiations, HKA’s manager for working with the oil and gas industry, Dmitry Ershov, requested economic information about the plant’s activities. The blogger suspected that the manager had arrived for the purpose of industrial espionage, to find out how oil submersible cables are made using the technology of coating the cable with lead (“lived in lead”), which he planned to bring to the attention of the Union of Employers of Serbia (Unija Poslodavaca Srbije), which is part of BUSINESSEUROPE (employers association European Union), the government of Serbia, the Russian Embassy in Belgrade, the Minister of Energy of the Russian Federation Alexander Novak. In his blog, he also reported that the Serbian FBC plant does not pay input VAT to the budget when importing UMMC copper wire rod as a raw material for pipe production. However, he added that this scheme is legal. He demanded that the competent authorities recheck the fact that the FBC plant, when exporting pipes to the EU, indicates that the share of product processing in the EU is more than 50%.

Russian Presidential Elections (2012)

According to the first secretary of the Sverdlovsk regional committee of the Communist Party of the Russian Federation, Dmitry Shadrin, UMMC placed advertising structures on the central highways of Yekaterinburg with the slogan “We are for a stable tomorrow!” against the backdrop of the Russian tricolor, but “it is difficult to prove propaganda intent: there are no direct similarities, except for the fonts and the same words.” The head of the UMMC public relations department, Viktor Belimov, explained participation in the campaign as “in a certain sense, a means of expressing a political position,” stability, which “all candidates develop as a theme.”

Educational activities

The company includes the UMMC Technical University, opened in 2013 in a building specially built for it. By Russian standards this is educational institution doubly unique. Firstly, this is the only private university in Russia that provides higher technical education. In 2016, the university held its first intake of graduates high school for programs higher education who have received state accreditation.
