Military salaries in 2018

As of today, it is already possible to judge quite clearly how much the salaries of civilian personnel of the Ministry of Defense and employees of the Armed Forces of the Russian Federation will increase. This information is quite serious and objective in nature, as it is based on documents of the draft budget 2018-2020, the conclusion of the relevant Defense Committee of the State Duma and the speech of Finance Minister Anton Siluanov at parliamentary hearings on the budget in the Federation Council.

The news, I must say, is not comforting... Telling the background to the issue of increasing the salary of civilian personnel of the Ministry of Defense, we note that it has not been increased for a long time in such a way that one could live with dignity on it.

Civilian personnel of the Ministry of Defense of the Russian Federation are doctors, electricians, cooks, meteorologists, engineers, drivers, plumbers and other employees working on the territory of military units and creating normal living conditions for military personnel.

Income indexation

By government decree, the country's budget provides for allowances for civilian personnel.

Funds will be allocated for this over three years (in billion rubles):

  • 2018 – 234,3;
  • 2019 – 236,4;
  • 2020 – 245,1.

For each employee, this means that his earnings will increase by 4%. This will dampen inflation, but total income will not actually change.


The law states that indexations for military pensions are temporarily frozen to make it possible to raise salaries for civil servants.

What does profit consist of?

The main part of remuneration is salary; until the summer of 2017 it was only 5,960 rubles. ($105) .

From the same date, it was raised to the minimum wage level - 6,750 rubles ($119).

In addition, staff are paid:

  • for 10 – 15 years of service – 40% of the salary;
  • 25% - for the position held;
  • quarterly bonus under Law 1010;
  • saving money.

The premium under Law 1010 is only 4,000 rubles ($71). For violations of labor discipline and systematic lateness to work, the employee may not be awarded it.


Civilian personnel are in the same combat readiness as the military, but receive wages several times less.

Along with the basic additional payments, a noticeable increase is given by:

  • diving work;
  • skydiving;
  • neutralization of explosive objects;
  • keeping state secrets.

Inspector's revenue calculation

The new salary + 4% of it is the main income. After deduction of income tax, 9190 rubles remain. ($162) .

This is what an inspector with maximum experience earns.

His annual salary does not reach 170,000 rubles. ($3000) .

In 2014, the state raised salaries for employees of medicine, education, science and art. 6.8 billion was spent on all payments.

Profit in law enforcement agencies

Civilian personnel (or civilian employees) in the Ministry of Internal Affairs earn a minimum wage of about 20 thousand rubles. ($353) .


These include employees of the Migration Department, passport office, MREO, traffic police and other departments.

They do not receive titles and, accordingly, do not have the benefits and allowances provided to certified employees.

Increase in salaries for civilian personnel of the Russian Ministry of Defense in 2018-2020. 4% will not save!

The absence of decisions on the indexation of wage funds for most categories of civilian personnel of military units and organizations of the “power bloc” in recent years has practically led to the equalization of wage levels for low-skilled workers in relation to workers with higher qualifications, as well as to the leveling of guarantees associated with wages in areas with unfavorable climatic conditions. The draft federal budget for 2018 and for the planning period of 2019 and 2020 provides for the establishment of a minimum wage from January 1, 2018.

So this won't solve the problem. It is necessary to globally review the tariff and salary scale, otherwise, after indexation, the income of employees will remain almost the same.
